Licensing

Preface

This document is correct to the best of MARC WA’s collective knowledge at the time of posting, but members should double-check the facts themselves before taking decisions based on this information.

Licensing Options

Model A’s have three licensing options:

  • Full License: no restrictions – just like your normal car, expensive
  • Code 404: The original “club license” for unmodified cars – cheapest option
  • C4C (Code 350) (Concessions for Classics): can be used for modified cars – cheap option

Implications of Changing License Type

Note: DoT means a Department of Transport licensing centre

Changing Ownership

Code 404

E81 and CMC1 forms required to be completed.  Forms can be posted or emailed (not required to be lodged in person at a DoT licensing centre.

C4C

E116 form required to be completed.  Form  can be posted or emailed (not required to be lodged in person at a DoT licensing centre.

Modifications

Code 404

The Code 404 licensing scheme is for un-modified vehicles.  Some minor modifications are specifically listed as being acceptable, such as 12V conversion and fitting indicators.  For a full list of what is permitted, refer to the “Code 404 Concessional License Information Handbook”.

The handbook states “Modifications involving performance enhancement to engines, upgrading brake and suspension systems will not be approved”.

It should be assumed that unless you have seen written approval from the Council of Motoring Clubs Technical Committee, or the DoT, that the following modifications are not permitted:

  • Burtz engines  (approval process under-way)
  • Syncro-mesh gearboxes
  • Over-drives
  • Hydraulic brakes (a brake upgrade)
  • Telescopic shock absorbers (a suspension upgrade)
  • Non-Model A steering boxes
  • High compression heads
  • Non-standard manifolds
  • Any carburettor not originally factory-fitted to a Model A
  • Wheels not originally factory-fitted to a Model A

Note that “options and accessories that were available when the vehicle was new” are permitted.
